No. SkyWarn is a funciton of th National Weather Service (NWS), which is a part of the Department of Commerce. SkyWarn is a program that the NWS has created to allow any trained spotter to assist as the eyes in the field for the NWS. RACES or Radio Amateur Civil Emergency Service is a program that is operated through the FCC under the Department of Homeland Security (DHS). Though many RACES groups take part in SkyWarn operations, it is not an official appointment, nor are they one in the same. A benefit to being a amateur radio operator, either ARES, RACES or independent, is that if you are a trained spotter, you can report your sighting (reports) to other SkyWarn members over the amateur radio and the NWS will also hear this information as it is being sent, especially in some NWS offices where they have licensed amateur radio operators on staff. |
